Data presented in this report are collected on the basis of the Decision on the obligation to submit payment and electronic money statistics (Official Gazette 147/2013 and 16/2017) and the accompanying Instructions.
This report shows the total number of consumers and non-consumers' payment cards in circulation depending on whether they have been used over the past year or not.
Data in this report show the status on the last day in the month.
DEFINITIONS AND DESCRIPTIONS
- Reporting entity
"Reporting entity" means the reporting entity itself pursuant to the Decision on the obligation to submit payment and electronic money statistics (Official Gazette 147/2013 and 16/2017). In this report, they are credit institutions and electronic money institutions having their head office in the Republic of Croatia. In this report, 'electronic money institutions' mean card issuers only.
- Consumer
"Consumer" means a natural person who, in payment service contracts covered by the Payment System Act (Official Gazette 66/2018 and 114/2022) is acting for purposes other than his/her trade, business or profession.
- Non-consumer
"Non-consumer" means a legal or natural person other than the consumer.
The following are included:
- legal persons (e.g. corporates, institutions, cooperatives, associations, foundations etc.), craftsmen and other natural persons employed as freelancers or carrying out an economic activity when entering into a contract on payment services or a contract on the issuing of electronic money within the area of their economic activity or freelance occupation,
- entities that do not have legal personality, but that may be the holders of payment accounts (e.g. bodies of state administration, representative offices etc.).
- Payment card
"Payment card" means a payment instrument enabling its holder to make payments for goods and services either at an accepting device or remotely, and/or to access cash and/or other services at an ATM/banking kiosk or other devices.
A payment card can be in/on the following media:
- a plastic card,
- another physical medium (USB, key ring, wrist watch, etc.), and
- a SIM card.
Plastic card - A plastic card covers data about payment cards stored on a plastic card or a plastic card sticker.
Another physical medium - Another physical medium covers data about payment cards that are stored on another physical medium or another physical medium sticker (e.g.: USB, key ring, wrist watch...), but that do not match the description of the term of a "Plastic card" or a "SIM".
SIM - SIM covers data about payment cards stored on a SIM card. The payment transaction in which a mobile phone is only used for the authorisation of a payment transaction executed by another credit institution or electronic money institution is not included.
- Used (in circulation)
The term "Used" implies that at least one payment transaction has been executed with the payment instrument over the period of one year.
The term "Over the period of one year" implies monitoring the use of the payment instrument one year backwards since the latest reporting period, and not the calendar year.
- Unused (in circulation)
The term "Unused" implies that no payment transactions have been executed with the payment instrument over the period of one year.
The term "Over the period of one year" implies monitoring the use of the payment instrument one year backwards since the latest reporting period, and not the calendar year.
- Number of payment cards
The number of payment cards marks the number of payment cards on a plastic card, another physical medium or SIM issued by the reporting entity (a credit institution or electronic money institution).
The number of payment cards issued by a credit institution or an electronic money institution that have the status of used (in circulation) and unused (in circulation) are included.

This Report shows the total number of payment cards that are issued in the RoC by type (name), as well as the total number of their users. Both used and unused payment cards in circulation are included in the report. Blocked payment cards are not included in the report.
Data in this report show the status on the last day in the month broken down by users consumers and non-consumers.

- Blocked payment cards
Blocked payment cards are payment cards that are blocked on the last day of the reporting period or month, which are temporarily prevented from executing all payment transactions on the last day of the reporting period or month for which the report is compiled and submitted.
DESCRIPTION OF THE BASIC FIELDS OF THE REPORT
- NUMBER OF USERS
The number of payment card users means the number of payment card users to which the issuer is the reporting entity (credit institution or electronic money institution). Each user is counted only once irrespective of the number of payment cards issued by the reporting entity.
- NUMBER OF PAYMENT CARDS
The number of payment cards means the number of payment cards on a plastic card, another physical medium or SIM issued by the reporting entity.
The number of payment cards issued by a credit institution or an electronic money institution that have the status of used (in circulation) or unused (in circulation) is included.
- DEBIT
The payment card issued to payment account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a payment account. The contract must specify that all expenses incurred with this card (purchase of goods and services as well as cash withdrawals etc.) will be charged by directly debiting the payment account, that is, payment transactions are immediately debited from the payment account. The coverage for the execution of a payment transaction can also be linked to a payment account offering overdraft facilities as an additional feature.
- DEBIT/DELAYED
The payment card issued to payment account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a payment account. This card has a debit function and a delayed debit function. Most frequently, when initiating a transaction, the card user himself decides whether to use the card's debit function or its delayed debit function.
The contract (on the issuing or opening and operating of a payment account) must specify that all expenses incurred using the debit function of this card (purchase of goods and services as well as cash withdrawals) will be charged by debiting the payment account, that is, payment transactions are debited from the payment account directly and immediately (or in instalments in the function of payment in instalments).
The contract (on the issuing of this card or the contract on the opening and operating of a payment account) must specify that all expenses incurred using the delayed debit function of this card (purchase of goods and services as well as cash withdrawals) will be charged, after a certain period or later (most frequently the following month) in the total amount using the service of DIRECT DEBIT from the payment account, on the agreed debit date.
- DEBIT/CASH
The payment card issued to account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of an account.
This card does not have a payment function, that is, it cannot be used to purchase goods and services, but only to withdraw cash from and deposit cash to a payment account (e.g. children's savings account). Cash withdrawal payment transactions are debited from the account directly and immediately, and cash deposit payment transactions are recorded as deposits to the account directly and immediately.
- DEBIT/SAVINGS
The payment card issued to savings account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a savings account.
This card does not have a payment function, that is, it cannot be used to purchase goods and services, but only to withdraw cash from and deposit cash to a savings account. Cash withdrawal payment transactions are debited from the savings account directly and immediately, and cash deposit payment transactions are recorded as deposits to the savings account directly and immediately.
- DELAYED
The payment card that is most frequently issued to payment account holders. For the issuing of this card, the user can sign a special contract on issuing or it is issued when opening a payment account. At the moment of initiating a payment transaction, the coverage on the payment account is not ensured, and most often payment transactions can be executed up to an authorised limit and are recorded with the card issuer. The amount of total expenses incurred by using the payment card with a delayed debit function, within a specified period, is settled in full at the end of a specified period with the service of DIRECT DEBIT from the payment account, on the agreed debit date. The direct debit service can be agreed by a special contract or defined by the articles of the basic contract on the issuing of the payment instrument.
- REVOLVING
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction the coverage on the payment account is not ensured, and the user is most often granted a revolving credit (limit) for the execution of the payment transaction. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are recorded with the card issuer. The user pays the amount of expenses incurred by using the card with a revolving function within a specified period partially in a minimum determined percentage of a specific spending, through the service of a direct debit from the payment account, through a credit transfer or by an over-the-counter deposit at the reporting entity. Revolving credit means a credit in which available credit funds decrease at every use, and credit funds are extended up to the original credit amount at the time of credit repayment.
The contract on issuing must specify that the user pays a certain percentage share of expenses, but that the user can also pay the full amount of expenses without a specifically requested order with the issuer. Cash withdrawal is enabled in some revolving cards, and in others it is not. Also, the contract on issuing should specify whether the withdrawn cash is repaid in full the following month or gradually according to the agreed charge model.
- REVOLVING/CHARGE
This card has a revolving function and a charge function. At the moment of initiating a payment transaction, the coverage is not ensured. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are recorded with the card issuer. The user pays the amount of expenses incurred by using the card with a revolving function within a specified time interval gradually through the service of a direct debit from the payment account, a credit transfer or by over-the-counter deposit at the reporting entity. The user can pay the amount of total expenses in full by a deposit to the card account without any specifically requested order with the issuer. Sometimes, already when initiating a transaction, the card user himself decides whether to use the card's revolving function or its charge function.
The contract on issuing must specify that the user must pay a certain percentage share of expenses, but that the user can also pay the full amount of expenses without a specifically requested order with the issuer. Cash withdrawal is enabled in some cards, and in others it is not. Also, the contract on issuing should specify whether the withdrawn cash is repaid in full the following month or gradually according to the agreed charge model.
- CHARGE
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction, the coverage on the payment account is not ensured, and most often payment transactions are executed up to a granted credit (limit) and are recorded with the card issuer. The user settles the amount of expenses incurred by using the card with a charge function within a specified time interval in full at the end of a specified period by a credit transfer or by an over-the-counter cash deposit.
- CREDIT
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction the coverage on the payment account is not ensured, and the user is granted a credit for the execution of the payment transaction. The payment card user can execute payments (also including cash withdrawal using the card) up to the amount of the granted credit (limit).
The amount of each transaction executed by using the payment card with a credit function within a specified time interval, at charging, is automatically divided to the agreed number of repayment instalments according to the agreed model. The user can pay the amount of total expenses in full, but only if he requests a special consent for the payment of total expenses from the card issuer. The amount of expenses can be paid through the service of direct debit from the payment account, through a credit transfer or by an over-the-counter deposit at the reporting entity.
- CREDIT/DELAYED
For the issuing of this card, the user signs a special contract on issuing. This card has a credit function and a delayed debit function. At the moment of initiating a payment transaction, the coverage is not ensured. The user is granted a credit line for the execution of the payment transaction. The payment card user can execute payments (also including cash withdrawals using the card) up to the amount of the granted credit (limit).
At the moment of charging, the amount of the transaction executed by using the payment card with a credit function within a specified time interval is automatically divided into the agreed number of repayment instalments according to the agreed model. Sometimes, already when initiating a transaction, the card user himself decides whether to use the card's credit function or its delayed debit function. The user can pay the amount of total expenses in full by a deposit to the card account without a specifically requested order.
These types of cards sometimes have the benefit that only transactions above a certain amount are automatically divided into a specified number of instalments while each transaction executed up to that amount is charged in full.
- CREDIT/CHARGE
This card has a credit function, a delayed debit function and a charge function. At the moment of initiating a payment transaction, the coverage is not ensured. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are recorded with the card issuer.
The user pays the amount of expenses incurred by using this card within a specified time interval gradually through the service of a direct debit from the payment account, a credit transfer or an over-the-counter deposit at the reporting entity. The user can pay the amount of total expenses in full by a deposit to the card account without a specifically requested order with the issuer.
- MEMBERSHIP
The membership card is used for making payments for goods and/or services at points of sale (POS). The payment is made by sliding the membership card at an EFTPOS terminal at a point of sale by which the balance of pre-collected points is decreased. The membership card is most frequently linked to another or several other payment cards that offer the possibility of joining a membership programme. The card issuer determines the collection of points, which can be in several manners: e.g. by a regular payment of bills for other payment cards or by a purchase in certain shops, etc.
16. TOTAL
The row "TOTAL" shows the total number of payment cards issued in the Republic of Croatia by column.

This report shows the data on the number and value of national payment transactions executed with a payment instrument – a payment card of users (aggregate consumers and non-consumers) in the Republic of Croatia in euro by the type of transaction.
Only data for payment cards issued in the Republic of Croatia are included.
Money remittance transactions, contractual charge and cash credit thorough the payment card are not included.
The type of transaction refers to the description of the payment transaction executed with a payment instrument – a payment card, i.e. as purchase, cash withdrawal and cash deposit.
Data are presented according to the functions of payment transactions executed with a payment instrument – a payment card, i.e. the debit, delayed, revolving, charge and credit function of the payment card.
The function of payment transactions marks the function that the user has selected at the moment of initiating a transaction for the execution of the payment transaction.

- National payment transactions
National payment transactions are defined by Article 2(1) sub-paragraph 30 of the Payment System Act (Official Gazette 133/09 and 136/12), that is, a payment transaction the execution of which involves a payer's payment service provider and a payee's payment service provider, or only one payment service provider, which operate in the Republic of Croatia in accordance with Article 5 of the Payment System Act.
- Type of transaction

- Purchase
"Purchase" means all payment transactions for the purchased goods and services executed by using a payment instrument – a payment card issued by the reporting entity. Transactions of purchases in instalments and transactions of cash withdrawal in instalments are included.

- Cash withdrawal
"Cash withdrawal" means all payment transactions of cash withdrawal at terminals using a payment card.
Cash withdrawal is included:
- at an ATM/banking kiosk (debit payment cards included),
- at an EFTPOS terminal (debit payment cards included),
- through a "Cash withdrawal terminal" (cash advance) (debit payment cards included).
Cash withdrawal at EFTPOS terminals using a payment card is included only if it is not performed together with a cash back transaction and/or when they can be separated from a purchase payment transaction.
The following is not included:
- cash withdrawal using a debit payment card over-the-counter when the debit payment card is only used for the identification of the account user,
- cash credit paid to the payment card user.

- Cash deposit
"Cash deposit" means all payment transactions of the deposit of cash and coins to the account for payment with a payment card (including a debit payment card), issued by the reporting entity, by means of the following devices:
- ATM/banking kiosk,
- coin machine,
- cash withdrawal terminal.
The following is not included:
- cash deposited into a day/night deposit box.
- Transaction function

- Debit function
"Debit function" includes payment transactions executed with a payment card using the "Debit function" of the transaction.
The "Debit function of a transaction" means that the coverage is ensured on the payment account and that the transaction is directly and immediately debited from that payment account for the execution of a payment transaction (purchase of goods and services as well as cash withdrawal) at the moment of its initiation.
The coverage for the execution of a payment transaction can also be linked to a payment account offering overdraft facilities as an additional feature.
Payment transactions are recorded in the total amount in the reporting period in which they are initiated/executed.
The following are included:
- payment transactions of cash deposit at an ATM/banking kiosk to a transaction and/or another payment account,
- cash deposit payment transactions at a coin deposit machine to a transaction or another payment account and other "accounts" (e.g. savings account).
Transactions of purchases in instalments and transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespectively of the number of instalments).

- Delayed function
A "Delayed function" includes payment transactions executed with a payment card using the "Delayed debit function".
"Delayed debit function" means that no coverage is ensured for the execution of a payment transaction at the moment of its initiation.
Most frequently, payment transactions can be executed up to an authorised limit and are recorded with the card issuer.
The amount of total expenses incurred in the "Delayed debit function" within a specified time interval is settled in full at the end of a specified period by directly debiting the card user's payment account, which was agreed when issuing the payment card.
Transactions of purchases in instalments and transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespective of the number of instalments).

- Revolving function
A "Revolving function" includes payment transactions executed with a payment card using the 'Revolving function' of the transaction.
The "Revolving function" of a transaction means that no coverage is ensured for the execution of the payment transaction at the moment of its initiation.
The amount of total expenses incurred in the "Revolving function", in a specific time interval, is settled in a percentage of the total amount.
The percentage share that is charged is agreed at the issuance of the payment card.
Payment transactions are registered in the total amount in the reporting period in which they are initiated.

- Charge function
A "Charge function" includes payment transactions executed with a payment card using the 'Charge function' of the transaction.
The "Charge function of a transaction" means that no coverage is ensured for the execution of the payment transaction at the moment of its initiation.
Most frequently, payment transactions can be executed up to an authorised limit and are recorded with the card issuer.
The amount of total expenses incurred by using the 'Charge function' in a specified time interval are settled in full at the end of the specified period, irrespective of the manner of settlement, except direct debit from the transaction account.
Transactions of purchases in instalments and transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of a purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespective of the number of instalments).

- Credit function
A "Credit function" includes payment transactions executed with a payment card using the 'Credit function' of the transaction.
The "Credit function of a transaction" means that every transaction is automatically divided into the agreed number of repayment instalments according to the model agreed at the time of issuing of the payment card.
The agreed model refers to the card, transaction and/or point of sale.
Payment transactions are recorded in the total amount (irrespective of the number of instalments) in the reporting period in which they are initiated.

- Function of payment in instalments
The "Function of payment in instalments" means that the user of a payment card (debit, charge and delayed debit card) does not ensure the full coverage for the execution of a payment transaction at the moment of its initiation.
A payment card user can execute payments most often up to an authorised spending limit (most often the limit is separated from the limit authorised on the current account).
The amount of total expenses incurred by using the payment card with the function of payment in instalments in a specified time interval is divided into the number of repayment instalments according to the choice of the payment instrument user, within the model agreed with the point of sale.
In the case of payment transactions made using a "debit" payment card, repayment instalments are debited directly from the payment account (most frequently a transaction account) of the payment card user.
In the case of payment transactions made using another payment card (e.g. charge payment card), repayment instalments are debited during the specified time intervals.
The function of payment in instalments can be used for the execution of a payment transaction of the purchase of goods and services as well as cash withdrawals.
Payment transactions are registered in the total amount (as a single transaction) in the reporting period in which they are initiated.

This report shows data on the number and value of national payment transactions executed with a payment instrument – the payment card of users (aggregate consumers and non-consumers) in the Republic of Croatia in euro by accepting devices.
Only data for payment cards issued in the Republic of Croatia are included.
Money remittance transactions, contractual charge and cash credit thorough a payment card are not included.
Accepting devices represent the device, means, place, channel etc. through which or at which payment transactions are initiated.
Data are presented according to the functions of payment transactions executed with a payment instrument – payment card, i.e. the debit, delayed, revolving, charge and credit function of the payment card.
The function of payment transactions marks the function that the user has selected at the moment of initiating the transaction for the execution of a payment transaction.
DEFINITIONS AND DESCRIPTIONS
- Consumer
"Consumer" means a natural person who, in payment service contracts covered by the Payment System Act (Official Gazette 66/2018 and 114/2022) is acting for purposes other than his/her trade, business or profession.
- Non-consumer
"Non-consumer" means a legal or natural person other than the consumer.
The following are included:
- legal persons (e.g. corporates, institutions, cooperatives, associations, foundations etc.), craftsmen and other natural persons employed as freelancers or carrying out an economic activity when entering into a contract on payment services or a contract on the issuing of electronic money within the area of their economic activity or freelance occupation,
- entities that do not have legal personality, but that may be the holders of payment accounts (e.g. bodies of state administration, representative offices etc.).
- Payment card
"Payment card" means a payment instrument enabling its holder to make payments for goods and services either at an accepting device or remotely, and/or to access cash and/or other services at an ATM/banking kiosk or other devices.
A payment card can be in/on the following media:
- a plastic card,
- another physical medium (USB, key ring, wrist watch etc.), and
- a SIM card.
Plastic card - The plastic card covers data about payment cards that are stored on a plastic card or a plastic card sticker.
Another physical medium - Another physical medium covers data about payment cards that are stored on another physical medium or another physical medium sticker (e.g.: USB, key ring, wrist watch...), but that do not match the description of the term of a "Plastic card" or a "SIM".
SIM - SIM covers data about payment cards that are stored on a SIM card. The payment transaction in which a mobile phone is only used for the authorisation of a payment transaction executed by another credit institution or electronic money institution is not included.
- Reporting entity
"Reporting entity" means the reporting entity itself pursuant to the Decision on the obligation to submit payment and electronic money statistics (Official Gazette 147/2013). In this report, they are credit institutions and electronic money institutions having their head office in the Republic of Croatia. In this report, electronic money institutions mean card issuers only.
- National payment transactions
National payment transactions are defined by Article 2(1) sub-paragraph 30 of the Payment System Act (Official Gazette 66/2018 and 114/2022), that is, a payment transaction the execution of which involves a payer's payment service provider and a payee's payment service provider, or only one payment service provider, which operate in the Republic of Croatia in accordance with Article 5 of the Payment System Act.
- Accepting devices
"Accepting devices" mean the device, means, place, channel etc. through which or at which payment transactions are initiated.

- ATM
The term "ATM" implies payment transactions initiated with payment instruments – a payment card through ATMs/banking kiosks, except credit transfers and money remittances initiated through a debit payment card.
The following are also included:
- cash deposit to a payment account through an ATM/banking kiosk with a payment instrument (includes debit payment card). The deposit can be in an envelope or a bundle,
- cash withdrawal (from a payment account or a payment card "account") through an ATM/banking kiosk with a payment instrument (includes the debit payment card),
- purchase through an ATM/banking kiosk using a payment instrument (e.g. GSM vouchers, plane tickets, etc.) (includes the debit payment card).
The following is not included:
- payment transactions initiated at a banking kiosk through the Internet (electronic) banking service.

- EFTPOS terminal
The term "EFTPOS terminal" implies the number/value of payment transactions initiated through EFTPOS (POS) terminals using a payment instrument – a payment card.
The following are also included:
- cash withdrawal through EFTPOS (POS) terminals when such a withdrawal is part of a payment using a payment card, and the reporting entity cannot differentiate a purchase transaction from a payment transaction of cash withdrawal,
- the purchase of, for example, GSM vouchers.
The following is not included:
- payment orders that match the description of the 2D barcode modality;
- cash withdrawal/deposit through a "cash withdrawal terminal".

- Internet
The term the "Internet" implies data about payment transactions executed on the Internet using a payment instrument – a payment card issued by the reporting entity.
The following are also included:
- payment transactions initiated via the Internet through a debit payment card (payment transactions in which the debit payment card number is registered when initiating the order).
The following is not included:
- money remittances initiated via the Internet through all payment instruments (included in the "card to card" and "card to account" modality), also including debit payment cards (when sending a money remittance, the debit payment card number is written).

- Mobile phone
The term "Mobile phone" implies data about payment transactions initiated by using the application installed on a mobile device using payment instruments – a payment card issued by the reporting entity.
The following is not included:
- payment transactions initiated through debit payment cards by using the application installed on a mobile device,
- payment transactions initiated by the SMS on a mobile device debiting payment instruments.

- SMS
The term "SMS" implies data about payment transactions initiated by the SMS on a mobile device debiting a payment instrument – payment card (including transactions using a debit payment card, or when the debit payment card number is written when a payment transaction is initiated) issued by the reporting entity.

- Cash withdrawal terminal
The EFTPOS terminal is a cash withdrawal terminal that only permits the user of payment services to use the service of cash withdrawal and deposit.
This terminal is often located at the premises of a third party acting on behalf and for the account of the reporting entity on the basis of a contract.
The term "cash withdrawal terminal" implies data on the payment transactions of cash deposits and withdrawals executed at a cash withdrawal terminal using payment instruments issued by the reporting entity.
The following is also included:
- cash withdrawal and deposit payment transaction where the payment transaction is authorised by a PIN and/or signature.

- Other
The term "Other" means payment transactions that are initiated/executed at all other places, e.g. automatic payment machines or by using all other devices/means/channels other than those categorised under any of the above mentioned accepting devices. It includes the purchase in instalments (consumer credit) through payment cards of the reporting entity.
- Transaction function

- Debit function
A debit function includes payment transactions executed with a payment card using the "debit function" of the transaction.
The "debit function of a transaction" means that the coverage is ensured on the payment account and that the transaction is directly and immediately debited from that payment account for the execution of a payment transaction (purchase of goods and services as well as cash withdrawal) at the moment of its initiation.
The coverage for the execution of a payment transaction can also be linked to a payment account offering overdraft facilities as an additional feature.
Payment transactions are recorded in the total amount in the reporting period in which they are initiated/executed.
The following are also included:
- payment transactions of depositing cash at an ATM/banking kiosk to a transaction and/or another payment account,
- payment transactions of depositing cash at a coin deposit machine to a transaction or another payment account and other "accounts" (e.g. savings account).
Transactions of purchases in instalments and transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of the purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespective of the number of instalments).

- Delayed function
A delayed function includes payment transactions executed with a payment card using the "delayed debit function".
The "delayed debit function" means that no coverage is ensured for the execution of a payment transaction at the moment of its initiation.
Most frequently, payment transactions can be executed up to an authorised limit and are recorded with the card issuer.
The amount of total expenses incurred in a "delayed debit function" within a specified time interval is settled in full at the end of a specified period by directly debiting the card user's payment account, which was agreed when issuing the payment card.
The transactions of purchases in instalments and the transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of a purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespective of the number of instalments).

- Revolving function
A revolving function includes payment transactions executed with a payment card using the "revolving function" of a transaction.
The "revolving function" of a transaction means that no coverage is ensured for the execution of the payment transaction at the moment of its initiation.
The amount of total expenses incurred in the "Revolving function", in a specific time interval, is settled in a percentage of the total amount.
The percentage share that is charged is agreed at the issuance of the payment card.
Payment transactions are recorded in the total amount in the reporting period in which they are initiated.

- Charge function
A charge function includes payment transactions executed with a payment card using the "charge function" of a transaction.
The "charge function of a transaction" means that no coverage is ensured for the execution of the payment transaction at the moment of its initiation.
Most frequently, payment transactions can be executed up to an authorised limit and are recorded with the card issuer.
The amount of total expenses incurred by using the "charge function" in a specified time interval is settled in full at the end of the specified period, irrespective of the manner of the settlement, except a direct debit from the transaction account.
Transactions of purchases in instalments and transactions of cash withdrawal in instalments, or the function of payment in instalments, are included. Each transaction of a purchase in instalments and cash withdrawal in instalments is recorded as a single transaction in the total amount (irrespective of the number of instalments).

- Credit function
A credit function includes payment transactions executed with a payment card using the "credit function" of a transaction.
The "credit function of a transaction" means that every transaction is automatically divided into the agreed number of repayment instalments according to the model agreed at the time of issuing of the payment card.
The agreed model refers to the card, transaction and/or point of sale.
Payment transactions are recorded in the total amount (irrespective of the number of instalments) in the reporting period in which they are initiated.

- Function of the payment in instalments
The function of the payment in instalments means that the user of a payment card (debit, charge and delayed debit card) does not ensure the full coverage for the execution of a payment transaction at the moment of its initiation.
A payment card user can execute payments most often up to an authorised spending limit (most often the limit is separated from the limit authorised on the current account).
The amount of total expenses incurred by using the payment card with the function of payment in instalments in a specified time interval is divided into a number of repayment instalments according to the choice of the payment instrument user, within the model agreed with the point of sale.
In the case of payment transactions executed using a "debit" payment card, repayment instalments are debited directly from the payment account (most frequently a transaction account) of the payment card user.
In the case of payment transactions executed using another payment card (e.g. charge payment card), repayment instalments are debited during the specified time intervals.
The function of payment in instalments can be used for the execution of a payment transaction for the purchase of goods and services as well as cash withdrawals.
Payment transactions are recorded in the total amount (as a single transaction) in the reporting period in which they are initiated.
DESCRIPTION OF THE BASIC FIELDS OF THE REPORT
- Number of transactions
The column "Number of transactions" shows the total number of national payment transactions executed with payment cards issued by the reporting entity by accepting device.
- Value of transactions
The column "Value of transactions" shows the total value of national payment transactions executed with payment cards issued by the reporting entity by accepting device.

Data presented in this report are collected on the basis of the Decision on the obligation to submit payment and electronic money statistics (Official Gazette 147/2013 and 16/2017) and the accompanying Instructions.
This report presents data about the number and value of cross-border/international transactions of users (consumers and non-consumers) made using payment instruments – a payment card, issued in the Republic of Croatia in euro.
It includes data about transactions executed using payment cards issued by the reporting entity that are executed in other countries (outside the Republic of Croatia).
Data are collected in the original currencies in which transactions have been executed. For this report, (total) data, or currencies, are converted into euro at the exchange rate of the CNB on the last day of the reporting period or month for which the data are presented, converted in euro
The report does not include data on the transactions of money remittances sent through the payment card.

"Value of transactions" means the total value of cross-border and international card payments executed with payment cards issued by the reporting entity.

Presents the number/value of cross-border/international transactions of consumers for each reporting period – month.

- Total/Number of transactions/Value of transactions columns
Presents the total number/value of transactions of consumers and non-consumers for the reporting period – month.

This report presents the total number of consumers and non-consumers' payment cards in circulation issued in the Republic of Croatia, as well as the total number and value of transactions executed with them in the Republic of Croatia in euro. The report includes used and unused payment cards in circulation, while blocked payment cards are not included.
Data in the first column, showing the number of payment cards in circulation, refer to the status on the last day of the month, while data in the second and the third column, showing the number and value of transactions executed using payment cards, refer to the total value of data during the month, including the first and the last day in the month.
Data in this report are presented by the type of payment cards, separately in two groups. Only data for debit cards are shown in the first group, while data for all other cards other than debit cards are shown in the second group.

- DEBIT CARDS
In this report, under the category of "Debit cards", total data for the following types of cards are presented: debit, debit/delayed, debit/cash and debit/savings.
The descriptions of these payment cards are given below.

The payment card issued to payment account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a payment account. The contract must specify that all expenses incurred with this card (purchase of goods and services as well as cash withdrawals etc.) will be charged by directly debiting the payment account, that is, payment transactions are immediately debited from the payment account. The coverage for the execution of a payment transaction can also be linked to a payment account offering overdraft facilities as an additional feature.

- DEBIT/DELAYED
The payment card issued to payment account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a payment account.
This card has a debit function and a delayed debit function.
Most frequently, when initiating a transaction, the card user himself decides whether to use the card's debit function or its delayed debit function.
The contract (on the issuing or opening and operating of a payment account) must specify that all expenses incurred using the debit function of this card (purchase of goods and services as well as cash withdrawals) will be charged by debiting the payment account, that is, payment transactions are debited from the payment account directly and immediately (or in instalments in the function of payment in instalments).
The contract (on the issuing of this card or the contract on the opening and operating of a payment account) must specify that all expenses incurred using the delayed debit function of this card (purchase of goods and services as well as cash withdrawals) will be charged, after a certain period or later (most frequently the following month), in the total amount using the service of DIRECT DEBIT from the payment account, on the agreed debit date.

- DEBIT/CASH
The payment card issued to account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of an account.
This card does not have a payment function, that is, it cannot be used to purchase goods and services, but only to withdraw cash from and deposit cash to a payment account (e.g. children's savings account).
Cash withdrawal payment transactions are debited from the account directly and immediately.
Cash deposit payment transactions are recorded as deposits to the account directly and immediately

- DEBIT/SAVINGS
The payment card issued to savings account holders (holders and proxies). For the issuing of this card, the user can sign a special contract on issuing or it is issued when concluding a contract on the opening and operating of a savings account.
This card does not have a payment function, that is, it cannot be used to purchase goods and services, but only to withdraw cash from and deposit cash to a savings account.
Cash withdrawal payment transactions are debited from the savings account directly and immediately.
Cash deposit payment transactions are recorded as deposits to the savings account directly and immediately.
- ALL OTHER CARDS
In this report, under the category of "All other cards", total data for the following types of cards are presented: delayed, revolving, revolving/charge, charge, credit, credit/delayed, credit/charge and membership.
The descriptions of these payment cards are given below.

- DELAYED
The payment card that is most frequently issued to payment account holders. For the issuing of this card, the user can sign a special contract on issuing or it is issued when opening a payment account. At the moment of initiating a payment transaction, the coverage on the payment account is not ensured, and most often payment transactions can be executed up to an authorised limit and are recorded with the card issuer. The amount of total expenses incurred by using the payment card with a delayed debit function, within a specified period, is settled in full at the end of a specified period with the SERVICE OF A DIRECT DEBIT from the payment account, on the agreed debit date. The direct debit service can be agreed by a special contract or defined by the articles of the basic contract on the issuing of the payment instrument.

- REVOLVING
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction the coverage on the payment account is not ensured, and the user is most often granted a revolving credit (limit) for the execution of the payment transaction. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are recorded with the card issuer. The user pays the amount of expenses incurred by using the card with a revolving function within a specified period partially in a minimum determined percentage of a specific spending, through the service of a DIRECT DEBIT from the payment account, through a credit transfer or by an over-the-counter deposit at the reporting entity.
Revolving credit means a credit in which available credit funds decrease at every use, and credit funds are extended up to the original credit amount at the time of credit repayment.
The contract on issuing must specify that the user pays a certain percentage share of expenses, but that the user can also pay the full amount of expenses without a specifically requested order with the issuer. Cash withdrawal is enabled in some revolving cards, and in others it is not. Also, the contract on issuing should specify whether the withdrawn cash is repaid in full the following month or gradually according to the agreed charge model.

- REVOLVING/CHARGE
This card has a revolving function and a charge function.
At the moment of initiating a payment transaction, the coverage is not ensured. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are registered with the card issuer.
The user pays the amount of expenses incurred by using the card with a revolving function within a specified time interval gradually through the service of a direct debit from the payment account, a credit transfer or by an over-the-counter deposit at the reporting entity. The user can pay the amount of total expenses in full by a deposit to the card account without any specifically requested order with the issuer. Sometimes, already when initiating a transaction, the card user himself decides whether to use the card's revolving function or its charge function.
The contract on issuing must specify that the user must pay a certain percentage share of expenses, but that the user can also pay the full amount of expenses without a specially requested order with the issuer.
Cash withdrawal is enabled in some cards, and in others it is not. Also, the contract on issuing should specify whether the withdrawn cash is repaid in full the following month or gradually according to the agreed charge model.

- CHARGE
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction, the coverage on the payment account is not ensured, and most often payment transactions are executed up to a granted credit (limit) and are recorded with the card issuer. The user settles the amount of expenses incurred by using the card with a charge function within a specified time interval in full at the end of a specified period by a credit transfer or by an over-the-counter cash deposit.

- CREDIT
For the issuing of this card, the user signs a special contract on issuing. At the moment of initiating a payment transaction the coverage on the payment account is not ensured, and the user is granted a credit for the execution of the payment transaction. The payment card user can execute payments (also including cash withdrawal using the card) up to the amount of the granted credit (limit). At the moment of charging, the amount of each transaction executed by using the payment card with a credit function within a specified time interval is automatically divided into the agreed number of repayment instalments according to the agreed model. The user can pay the amount of total expenses in full, but only if he requests a special consent for the payment of total expenses from the card issuer. The amount of expenses can be paid through the service of a DIRECT DEBIT from the payment account, through a credit transfer or by an over-the-counter deposit at the reporting entity.

- CREDIT/DELAYED
For the issuing of this card, the user signs a special contract on issuing. This card has a credit function and a delayed debit function.
At the moment of initiating a payment transaction, the coverage is not ensured. The user is granted a credit for the execution of the payment transaction. The payment card user can execute payments (also including cash withdrawals using the card) up to the amount of the granted credit (limit).
At the moment of charging, the amount of the transaction executed by using the payment card with a credit function within a specified time interval is automatically divided into the agreed number of repayment instalments according to the agreed model.
Sometimes, already when initiating a transaction, the card user himself decides whether to use the card's credit function or its delayed debit function. The user can pay the amount of total expenses in full by a deposit to the card account without a specifically requested order.
These types of cards sometimes have the benefit that only transactions above a certain amount are automatically divided into a specified number of instalments, while each transaction executed up to that amount is charged in full.

- CREDIT/CHARGE
This card has a credit function, a delayed debit function and a charge function.
At the moment of initiating a payment transaction, the coverage is not ensured. Most frequently, payment transactions can be executed up to a granted revolving credit (limit) and are recorded with the card issuer.
The user pays the amount of expenses incurred by using this card within a specified time interval gradually through the service of a DIRECT DEBIT from the payment account, a credit transfer or an over-the-counter deposit at the reporting entity. The user can pay the amount of total expenses in full by a deposit to the card account without a specifically requested order with the issuer.

- MEMBERSHIP
The membership card is used for making payments for goods and/or services at points of sale (POS).
The payment is made by sliding the membership card at an EFTPOS terminal at a point of sale by which the balance of pre-collected points is decreased. The membership card is most frequently linked to another or several other payment cards that offer the possibility of joining a membership programme. The card issuer determines the collection of points, which can be in several manners: e.g. by a regular payment of bills for other payment cards or by a purchase in certain shops, etc.
DESCRIPTION OF THE BASIC FIELDS OF THE REPORT
- Column "Number of payment cards in circulation (status on the last day of the reporting period)"
The column "Number of payment cards in circulation (status on the last day of the reporting period)" shows the total number of consumers and non-consumers' used and unused payment cards in circulation on the last day in the month. Blocked payment cards are not included in the report.

- Used
The term "Used" implies that at least one payment transaction has been executed with the payment instrument over the period of one year.
The term "Over the period of one year" implies monitoring the use of the payment instrument one year backwards since the latest reporting period, and not the calendar year.

- Unused
The term "Unused" implies that no payment transactions have been executed with the payment instrument over the period of one year.
The term "Over the period of one year" implies monitoring the use of the payment instrument one year backwards since the latest reporting period, and not the calendar year.

- Blocked payment cards
The term "Blocked payment cards" covers payment cards that are blocked on the last day of the reporting period or month, which are temporarily prevented from executing all payment transactions on the last day of the reporting period or month for which the report is compiled and submitted.
- Columns "Total transactions Number" and "Total transactions Value"
The columns "Total transactions Number" and "Total transactions Value" show the total number/value of payment transactions of purchase, withdrawal and deposit of cash using payment cards in the Republic of Croatia in euro.

- Purchase
The term "purchase" covers all payment transactions for the purchased goods and services executed by using a payment instrument – a payment card issued by the reporting entity The transactions of purchase in instalments are included.
The purchase in instalments includes payment transactions carried out by a payment card using the "Function of payment in instalments". A payment card user can execute payments most often up to an authorised spending limit (most often the limit is separated from the limit authorised in the current account).
The amount of total expenses incurred by using the payment card with a function of payment in instalments in a specified time interval is divided into the number of repayment instalments according to the choice of the payment instrument user, within the model agreed with the point of sale.
In the case of payment transactions executed using a "debit" payment card, repayment instalments are debited directly from the payment account (most frequently a transaction account) of the payment card user.
In the case of payment transactions executed using another payment card (e.g. charge payment card) repayment instalments are charged during the specified time intervals.

- Cash withdrawal
The term "cash withdrawal" covers all payment transactions of the withdrawal of cash at devices using a payment card as well as data about cash credits disbursed to the payment card user.
Cash withdrawal is also included:
- at an ATM/banking kiosk (debit payment cards included),
- at an EFTPOS terminal (debit payment cards included),
- through a "cash withdrawal terminal" (cash advance) (debit payment cards included),
- over-the-counter (for all payment cards other than debit cards)
- transactions of cash withdrawal in instalments.
Cash withdrawal at EFTPOS terminals using a payment card is included only if it is not performed together with a payment transaction for purchased goods and services (cash back) and/or when they can be separated from the purchase payment transaction.
The following is not included:
- cash withdrawal through a debit payment card over-the-counter when the debit payment card is used only for the identification of the account user,
- cash credits disbursed to the payment card user.

- Cash deposit
The term "cash deposit" covers all payment transactions of the deposit of cash and coins to an account for payment with a payment card (including a debit payment card) issued by the reporting entity by means of the following devices:
- ATM/banking kiosk,
- coin machine,
- cash withdrawal terminal.
The following is not included:
- cash deposited into a day/night deposit box.

- Consumer credit
A consumer credit can be the consumer credits of the reporting entity and a consumer credit – of others.
The consumer credit of the reporting entity includes consumer credits that the reporting entity has granted to the payment card user for the purchase of goods or services and that include only consumer credits granted from the reporting entity's funds.
A consumer credit – of others is a consumer credit in which the reporting entity, in the role of a credit intermediary, enters into contracts on credit with its payment instrument user on behalf of another creditor (trader).
